Research On The Modernization Of National Governance Capabilities In The Perspective Of Big Data

Advancing with the times is the theoretical quality of Marxism.This theoretical quality is not only manifested in the fact that the theory of our party must constantly advance with changes in the world conditions,national conditions,and party conditions,but also shows that the specific dimensions of the party must be met progress,such as the party's rules and regulations,the party's proposed development strategy,and so on.At the Third Plenary Session of the 18 th CPC Central Committee,our party put forward the overall goal of deepening reforms.It refers to the improvement and development of the socialist system with Chinese characteristics and the enhancement of the modernization of the governance system and governance capabilities of the country.This general objective includes the meaning of advancing with the times.As new issues arise every day,so does the capacity for governance in the country.Especially in the era of big data,due to the rapid update of modern knowledge,the majority of Party members and cadres must regard learning as an attitude to life,continuously enrich their knowledge reserves,and keep their knowledge up to date.The emergence of big data has a beneficial effect on the governance of the country.This is reflected in its broad prospects for development and is an important tool for enhancing the modernization of national governance capabilities.At the same time,the emergence of big data also has a negative effect on national governance.This is manifested in the fact that if the majority of party members and cadres cannot adapt well to big data,there may be issues such as the disclosure of privacy and the stealing of confidential information.Therefore,the era of big data puts forward new requirements for improving the modernization of national governance capabilities.Based on the knowledge and relevant literature at home and abroad,this paper makes a systematic theoretical study on the modernization of national governance capacity under the perspective of big data.First,the article defines the concept of the two,and combines the essential characteristics of both with Marxist theory and other relevant knowledge,and uses a comprehensive logic to demonstrate systematically the inevitability of the development of national governance capacity with the help of big data.Second,under the big data horizon is analyzed,the state governance capabilities of modern opportunities,mainly including the countries in the face of public decision-making,show a process of decision-making to be scientific,transparent,scope and diversified characteristics.At the same time,themain challenges faced in the governance process are also studied.Then,this paper puts forward some paths to improve the modernization of national governance capacity,and combines other countries' experience in applying the big data to govern the country as a reference for China's governance capacity development.Finally,the article combines the rapid development of information technology and the development trend in national governance,and looks forward to the prospects for the modernization of national governance capabilities in the perspective of big data.
