Analysis On Infrastructure Construction And Government Functions In Gansu Minority Areas

For ethnic areas,infrastructure construction can accelerate regional economic development effectively.And government functions play important role in its construction.However,in reality be action,the government functions would be weakened in different degrees Taking Linxia autonomous prefecture of Gansu province as an example,this paper analyzes the current situation of infrastructure construction and government functions to obtain the following main results.By using infrastructure construction related statistical data,and the dimensionless data analysis model applied,this paper is respectively analyzing economy,construction and the government's ruling ability.Achieving the following results: during the "twelfth five-year",Linxia government pays great attention on the construction of infrastructure,and thus,Linxia regional infrastructure construction was owning very great speed in improvement.But due to the reasons,such as contradiction of industrial structure,the government fiscal deficit,infrastructure construction investment and financing channels in the construction,all of these have been caused some resistance in infrastructure construction..By using SWOT strategic analysis method,it is found that Linxia has rich natural resources,rapid characteristic industries development,and the superposition of ethnic policies,which may drive the economic development of Linxia in the future.However,this paper also found that the infrastructure construction of Linxia just relies on government investment,which may aggravate the government fiscal deficit and affect the fiscal balance of Linxia prefecture.Based on the strengthening of national policies and reform efforts,Linxia's long-term planning in infrastructure construction needs to be improved and project management needs to be strengthened.Finally,for future outstanding development on infrastructure construction,it is necessary for Linxia government to improve the strategic position infrastructure,perfect planning system,and expand diversified investment channels.Further using SWOT analysis for corresponding strategies,it is believe thatgovernment should elevate the position of construction to the strategic height,and strive for investment to national projects and market for broadening the financing channels.In addition,to improve the efficiency of project examination and approval,and to strengthen the characteristic industry support,all of them will be perfecting the urban construction planning and regulatory progress,and ensuring government function be full played in infrastructure construction.
