A Research On Selection And Education Of The Minority Nationality Cadres In Gansu Province

In China, selecting and cultivating minority nationality cadres is a consistent policy of Chinese Communist. Moreover, minority nationality cadres are the agent of state in ethnic areas and the hard core of china for stabilizing the Political of ethnic areas and developing the economy and culture in ethnic areas. In addition, giving nation policy and transmit the Party’s spirit also depend on these cadres in ethnic areas. Therefore, selecting and cultivating minority nationality cadres will be taken as the important content of National development definitely. In china, the ethnic areas almost distribute in the Midwest, thus the minority nationality cadres are distribute there, too. Gansu province is a typical multiracial area, therefore, the research of selecting and cultivating minority nationality cadres is a very important and necessary for Gansu province. This article focuses on the selecting and cultivating minority nationality cadres in Tibetan Autonomous Prefecture of Gannan, Gansu province, analyses the problems and puts forward the advises with this example in mind.Firstly, this article expounds the researching background and combs the inland pertinent literature in order to indicate the researching coordinate. In the second place, this article defines the related notion such as "cadre" and "minority nationality cadres", introduces the theories which the article involved such as public sector’s human resource theory and trait theory of leader ship and makes a pertinence analysis. Thirdly, for Tibetan Autonomous Prefecture of Gannan, Gansu province, this article describes the current situation constitution of minority national cadres, the central and local political condition and the training way of selecting and cultivating the minority national cadres. On the basis of description, this article puts forward that there are still some problems existed in selecting and cultivating of minority national cadres in Gansu Province, such as the constitution of minority national cadres are unreasonable, policies and systems are not complete, the competitive selection mode are immature and the result of cultivate are undesirability. In a word, minority areas still need to improve the quality of minority national cadres by innovating the way of cultivation conception, political, government institution and objective to better promote the development of minority areas.
