In this paper, the author puts forward his own views on the construction path of government data opening from three dimensions of idea, system and technology. The author believes that the concept is guidance to achieve the organizational behavior and value system is the soul of thought; realistic response to the achievement of organizational philosophy and behavior of the carrier; and the technology is the government practical tool for achieving organizational goal and important means.
