Study On The Problems And Countermeasures Of Lanzhou's "Three Front Door" Management

With the rise of new cities and the rapid development of cities,effective urban governance is becoming more and more urgent.With the living environment,the quality of life and the major changes in the social structure of the grass-roots level,the structure of community governance at the grass-roots level has also changed radically.In recent years,the original "unit system" structure has been gradually broken by the deepening administrative system reform,and the main body of community governance has also changed.In the past,the old urban community management structure based on administrative management and fragmentation has been divorced from the current social development requirements.Community residents,non-governmental organizations and community self-governing organizations and other multiple forces have become the backbone of community governance.So,to reform the existing Chinese city community governance system,continue to explore with three package governance community operation before the door,it has an important theoretical significance,for the promotion of grassroots community construction and city management practical significance.This paper uses the literature research method,case study method and comparative research method,starting from the community innovation management perspective,in their own work in Lanzhou city Qilihe District Wu mountain community as an example,firstly,the author of the community governance,including residents of autonomy,in front of three management defines the core concepts the community governance theory,governance theory,new public service theory is briefly analyzed.At the same time,through field investigation and interviews on the current status of Lanzhou Wu mountain community in front of three management are analyzed,and the current Lanzhou city community in front of fact three package management problems are summarized,namely the community in front of three part-time staff,equipped with enough residents to protect the environment health consciousness,public participation in front of three management mechanism is not perfect,the community staff turnover,citizens lack of public awareness and other issues.Then the transition from community management to community governance,community governance and the relationship between the concept of slow citizen participation does not straighten out,the residents of the community affairs acceptance and participation is not high,the community staff pay satisfaction is low,the work efficiency is not high and further analyzes the reasons for the community of Lanzhou City in front of three problems in the management,and factors effect of the systematic research for the existing problems.Finally,combined with the analysis of the advanced experience of the United States,Japan,Qingdao,Shenyang and otherdeveloped countries and regions,the domestic and foreign community governance for reference and inspiration for current Lanzhou city community governance,and according to the actual situation of Lanzhou City,are proposed to strengthen the cultivation of community residents and community awareness of public reason identify the location of public;role and function;optimize the popularization of governance,build in front of three co governance mode;improve relevant systems and regulations;innovation information and community residents participation mechanism suggestions three package management service district of Lanzhou city in front of the door.
