Composed of hard capability and soft capability,national capability on global governance refers to the fundamental qualities that sovereign state demands to deal with global issues.The hard capability can be divided into economic power,military strength,scientific and technological potential;while the soft one can be divided into the capability to formulate and implement global governance strategy,the competence to establish and preserve global public goods and the tactical combination of both the hard and soft capability.Since the foundation of the People’s Republic of China,its participation in global governance has undergone three phases: resistance and repulsion,comprehensive integration and active shaping.Its construction of global governance capability has presented characteristics expressed by a combination of nationalism and globalism,a preference to the global economy and a main dependence on regular participation.China’s deep integration of global governance,on the one hand,has provided effective solutions to global issues and propelled the transformation of global governance system;on the other hand,it has also demonstrated China’s awareness to undertake responsibilities as a great power and enhanced its global influence.Due to the limit of time on its integration into global governance,China’s construction on global governance capability still faces constraints exemplified by a lack of the hard capability on global governance,an imbalance between hard capability and soft capability and an absence of leadership and guidance.In the foreseeable future,China can advance its global governance capability from three respects: the first is to promote national governance capability and the modernization of governance system;the second is to optimize strategic design of global governance and the third is to enhance the effective supply of global public goods.
