Urban sub-district office is the last administrative division of basic political power in our country,which is the urban government agency,closely linked with the urban community.It plays an important role in urban management.With the rapid development of economic society,the old administration system of sub-district office revealed many drawbacks,restricted sub-strict office as a "stabilizer" role play.The rapid modernization of cities requires essential reforms in the administration system of sub-district office.Thus,deep research in the history and current situation of sub-district office's structure and function has important realistic meaning.This paper starts with the analysis on the history and current situation of our country's sub-district office and then accurately define sub-district office's administrative function.By using the new theory of public management,new theory of public services and governance theory,combined with the actual condition of the sub-district office of Hua Yuan Lu in Beijing,we analyse the problems that sub-district offices have and the their causes.We redefine both of the functions that should be reserved and the functions that should be separated from sub-district office.By reviewing the characteristics of our country's 2 rounds of reform and their accomplishments and limits respectively,as well as other countries' successful experience,we propose that the goal of administrative reforming the sub-district office is to establish a new public governance structure where government leads and other sectors participate the management.These steps are: firstly,formulate classified goals according to local conditions;Secondly,establish the Regional Public Service Committee and the Convenience service hall;Thirdly,Re-delineate the range of responsibilities of the Public Service Commission;Forthly,formulate necessary measures to guarantee the reform.These necessary measures include: Strengthen the party's core leading status in grassroot to keep the correct political direction in the Regional Public Service Committee;Modify and perfect the relevant laws and rules,establish relevant system to make a legal basis and administration by law;Re-construct evaluating and appraising system which people satisfied or not is identified as an important variable in the selection instead of formalistic;Strengthen the construction of civil servants group to provide human resources for the Regional Public Service Committee;Fostering and developing social organizations to encourage them to play the main role in community constructions;Make experiment in some district first and then progressively forward the reform.
