Since the Eighteenth National Congress of the Communist Party of China,it has been an important issue for governments at all levels to comprehensively promote the reform to develop in depth and effectively transform government functions.Although the sub-district office is not a first-level government,it is at the end of the administration and the top of the grass-roots level as the dispatch organ of the district government,and has already become the existence of villages and towns in the grass-roots governance system.In the process of political system reform,the institutional reform of sub-district offices has also become the key to innovating social governance and strengthening grass-roots construction.In theoretical research,there are three main reform ideas in China at present: one is to abolish the reform mode of street offices;the second is to retain the identity of the existing police organs in the streets and strengthen the reform model of street functions;the third is to make the streets a reform model of the first-level government.In practice,there are some reform samples such as Nanjing Baixia,Anhui Tongling,Beijing Shijingshan and Qingdao Shinan,which make the reform of street offices not empty talk.This paper takes institutional reform of Kou'an sub-district office as the research object,summarizes the experience gained in the reform and the existing problems,and digs deep into the root causes of the problems.On this basis,the paper points out that the way to improve the reform of sub-district offices should not be simply and roughly withdrawn or retained,nor can it be a simple split-up and reorganization of the built-in institutions.But should draw lessons from advanced governance concepts,clarify the street status,define the service functions,specify the power-responsibility relationship,optimize the way of performance,innovate the autonomous model and other optimization paths.
