Path Choice Of Sub-district Office Reform

Under the background of the social management innovation in the whole society,the contradiction between urban development and traditional management system,along with the increase of the grass-roots affairs,the drawbacks of the current street management system become more and more obvious.Whether it is based on the needs of reality or the role of government,in the tangible or virtually,sub-district office assumed the functions of the government more and more,the emergence of power imbalance.It is difficult to coordinate,compartmentalization of confusion,problems such as poor operation mechanism,hindering the development of city scientific management and community autonomy.The sub-district office is at the crossroads of reform.The theoretical world has a broad and deep discussion,and ultimately it is impossible to conclude.Since 1990 s,Since the 1990 s,the ministry of civil affairs has promoted community construction work,around one after another to pilot work,causing the reform of sub-district office and promoting the pilot work of reform.At present,China's reform of sub-district office is still in the pilot stage of exploration,there is no reform method and template extension in the national level,and increasingly the local government have touched stone across the river according to the reality.Judging from the current situation of reform practice,the reform of the sub-district office has basically formed two kinds of reform direction: first,the reform of the sub-district office.Firstly,the self-governing direction of sub-district office reform.Secondly,the administrative direction of sub-district office reform.This paper uses Riggs' s theory of administrative ecology,combined with the specific circumstances of sub-district office reform in China,through theoretical and practical selection of economic factors,political factors,social factors,regional scale and different factors to compare different direction of sub-district office reform cases,and analyze the influence of administrative ecological factors on the path of sub-district office reform.Through the analysis,it is found that the reform of the administrative oriented sub-district office is not suitable for path of sub-district office reform in our country,and administrative power is too strong to interfere with the community in the long term.Ultimately,community autonomy will be blocked.At present,political environment and social environment elements in the continuous development and improvement,social ecological environment,the level of political democratization and citizen participation consciousness have been gradually improved,these would provide the basis for the autonomy oriented sub-district office reform in our country.The specific reform methods in different regions should be determined according to the actual situation.This paper puts forward some suggestions in the future reform,so as to provide a theoretical thinking for the reform of the sub-district office,and has some practical significance to improve the management of the urban grass-roots level.
