The aim is to find out the main reason according to the current function evaluation of sub-district office. Adhere to the principle of less government, more society, little organization and much service, the function of sub-district office that combined with current situation and tendency of worldwide grass-root management is discussed. There are several focused suggestion raised, such as accelerating legitimate function construction of sub-district office, proposing suggestion for ordinance change; weakening the economic function, strengthening the function of social service and management; straightening up the relationships among district, street and neighborhoods, making the function of the street clear and unifying the authority-responsibility relationships; strengthening the work of training successors for district self-management and constructing the platform for the function change and subdivision.
