Public services are related to people’s livelihood and well-being,and are matters of the greatest concern and perception to the people.In order to transform government functions and provide quality and convenient government services to the public and enterprises,the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Vision 2035 clearly propose to enhance the integrated online service platform based on "Internet + government services" and build modern government governance.In 2018,at the first China International Import Expo,General Secretary Xi Jinping announced his support for the integrated development of the Yangtze River Delta region from a national strategic perspective.Under the correct guidance of the national strategy,the regional integration of public services has been empowered through digitisation,with obvious results.In the same year,the Shanghai Municipal Government officially introduced the concept of "One Network for All",taking online government services to a new stage."By building a data sharing and exchange platform in the Yangtze River Delta region and a cross-provincial identity authentication system platform in the Yangtze River Delta region,Shanghai,Jiangsu,Zhejiang and Anhui have realized the connection and sharing of service data and service information,thus promoting the integration process of the Yangtze River Delta.However,in the process of promoting "one network for all" in Wuhu City,there are problems such as difficulties in data sharing and weak empowerment of the platform,which have become major obstacles to the deepening of the strategy of "Internet + government services".In order to improve the efficiency of government services,it is urgent to explore the problems and causes in the operation of "One Network for All",so as to promote the digital transformation and upgrading of government services in Wuhu City as a whole and provide high-quality and convenient government services for the public and enterprises.This paper uses a combination of literature research and questionnaires to conduct the study.Firstly,we analyse the development history of "one network for all" in Wuhu City and understand the actual situation of promoting the digital transformation of government services in the city.Secondly,we designed a questionnaire to collect data on the operation of "one network for all",combined online and offline channels,and comprehensively integrated relevant literature to analyse the actual results achieved by Wuhu in the digital transformation of government services.Finally,in the context of the integration of the Yangtze River Delta,the problems in the process of digital transformation of government services in Wuhu City are addressed,and the good experiences and practices of advanced cities at home and abroad,such as New York,Singapore,Shanghai and Hangzhou,in building and upgrading the digital level of government services are compared,so as to explore the optimal path to improve the digital transformation of government services in Wuhu City.It proposes targeted countermeasures,including establishing a sound legal system,improving the information sharing mechanism,establishing a standardized and unified standard system,accelerating financial investment and improving service standards to meet the increasingly diversified,diverse and personalized demands of citizens for government services.
