In recent years,the reform of public institutions of our country continues to advance,according to the central spirit,completed after the reform of institutions,according to its own attributes are divided: institutions with administrative attributes being transferred to government agencies and institutions;with independent for-profit characteristics are transferred to enterprises;institutions with public welfare service features are keep down,to strengthen public property such institutions.At present,public welfare institutions have gradually become the main force in the construction of service-oriented government and important organizational support,a class of public welfare institutions of public welfare institutions in the provision of public services,promote economic development and social progress is playing a positive role.Performance appraisal is a product of democracy,the smooth implementation of the performance appraisal work of a class of public welfare institutions,is related to the staff enthusiasm and creativity,effectively stimulate the unit management and business work continually improve and optimize key public service quality.With the deepening of the reform of institutions,the democratic mechanism gradually improve the development of personnel performance appraisal a class of public welfare institutions to provide the political environment,the concept of performance has been gradually popular,more conducive to the development and research of a class of public welfare institutions personnel performance appraisal work,but for the performance appraisal of staff welfare is a kind of institutions upgrade and optimization,we should have a clear disadvantages of personnel performance appraisal work.This paper takes the public welfare institution of Sichuan health monitoring system as an example,explores and analyzes the problems and causes of personnel performance appraisal,and puts forward some corresponding suggestions for improvement.The paper is divided into four parts.The first part introduces the research background of this thesis is on the background of the reform of institutions,elaborates on the theoretical and practical significance,and the research methods and research results,in order to have the theory,the author analyzes the current domestic and foreign institutions and similar organization personnel performance evaluation,lay the theoretical foundation for the study of the following analysis;the second part is the related concepts and theories,including the theoretical basis of this study,the definition of institution and performance evaluation related concepts,according to the spirit of the classification of public welfare institutions,provide the basis for the next research;the third part of the Sichuan health system for example,this paper expounds the present situation directly under its public institutions staff performance appraisal work,through open interviews and survey results This paper analyzes the existing problems of personnel performance appraisal;on the basis of the previous analysis,the fourth part tries to put forward some countermeasures and suggestions to optimize and perfect the performance evaluation of public welfare institutions in Sichuan province.The research results of this paper for the reform of different categories of public institutions,to set up the public service system with Chinese characteristics has certain theoretical and practical significance,for other public welfare personnel performance appraisal problems on a class of institution research has positive reference significance.
