In 2006,our country proposed that institutions should implement the reform of pay and carry out the performance-related pay.In 2009,the State Council proposed that the reform would be implemented in three steps.In 2010,all institutions in China fully implemented the performance-related pay system.The implementation of performance-related pay in institutions is of great significance in mobilizing the enthusiasm of staff,promoting the development of social undertakings and improving the level of public service.The performance-related pay system originates from the salary management system of the enterprise.It is a new thing for the public institution and lacks the experience that can be used for reference.There are still many problems in the process of implementing performance-related pay in China's institutions in the past few years.So how to solve the problems scientifically and reasonably has become another important subject of our institutions.This paper introduces the concept of performance-related pay,The paper takes the management of performance-related pay in Road maintenance Management Office of Tangshan City Transportation Bureau as an empirical study.It studies the related literature review at home and abroad and analyzes the data from the questionnaire and interviews.Three management incentive theories--the theory of distribution,double factors and fair theory--are applied in the paper.It turns out that there are some problems from the perspectives of the outlook on the reform,the distribution method,the incentive to some staff,the supervision and management of performance-related pay.Finally,this paper makes a deep discussion and research on the problems existing in the management of performance-related pay in Road maintenance Management Office of Tangshan City Transportation Bureau,and puts forward some targeted countermeasures and suggestions about how to increase the publicity of policy,better the assessment and distribution methods,improve the work enthusiasm of various staff and strengthen the supervision and management.
