Study On The Linking Between Precise Poverty Alleviation Policy And Social Assistance Legal System

Poverty is a historical issue that China has been facing for a long time,and anti-poverty has never changed as an important position of national development goals.In order to better solve the problem of poverty,improve people's living standards and achieve the goal of completing the building of a moderately prosperous society,the government has made various achievements in developing Poverty Alleviation Policies and policies.At present,our country has basically solved the problem of adequate food and clothing for more than a billion people,and has achieved a well-off goal in general.In the nineteen report of the Communist Party of China,Xi Jin Ping indicate that our country has entered the new era of socialism with Chinese characteristics.The main contradiction of our society has been transformed into the contradiction between the growing demand for better life and the imbalance between the people and the insufficient development.After the major political judgments of the main social contradictions,the subsistence and development of the disadvantaged groups in the poverty-stricken areas have become the most important manifestation of the unbalanced development.Satisfying their "good life needs" is an important part of the new socialist era,and the sense of sustainability and happiness need the coordination and integration of the development of poverty alleviation policy.The policy of targeted poverty alleviation is a policy of poverty alleviation and development carried out in recent years,and some achievements have been achieved since the implementation of the policy.The legal system of social assistance is a system that the state guarantees the citizens' basic living rights.It provides the last line of defense for the social security in the form of legal system.The two systems are all assisting measures to provide the minimum living allowance for the disadvantaged members of the society,both of which have the same objectives and the same institutional principles.However,the precise poverty alleviation policy focuses on supporting functions,and the social assistance legal system focuses on the function of relief.Because of their different emphasis,there will inevitably be cross and conflicting situations in the implementation process,which will cause the waste of resources and greatly reduce the effect of poverty governance.How to do a good job of precision poverty alleviation policy and the legal system of social assistance implementation work is an urgentproblem to be solved in our country.First,the article defines the connotation of the precise poverty alleviation policy and the social assistance legal system,points out their respective characteristics,it also expounds the difference and commonness between of them,and clarifies the different roles of the two in the process of poverty management.Second,through the analysis of the related literature and data,we made specific points for the implementation of the two difficulties,summarized the achievements achieved in the two areas,and found out the difficulties that they faced in the process of implementation.Two further pointed out that in the convergence process need to combine the "help" and "Jackie",starting from the precise poverty alleviation policy,settled social relief legal system,perfecting the legal system of social assistance in order to ensure the stability and sustainable development of poor governance and fairness are helpful to both finite convergence of recommendations.
