Research On Taiyuan City Government's Purchase Of Grassroots Public Service Jobs

In the 1980 s,in order to reduce the government's fiscal deficit and reform the administrative system,Western countries implemented a new model of public services delivery-government's purchase of public services.This model has been developed for several decades.Now,most of the public service provision functions of these countries have been transferred to the market and social organizations,and accumulated a lot of valuable experience.In 1995 Shanghai was first introduced in this model.But its development has been slow,only some of Shanghai,Shenzhen,Guangdong and other provinces and cities in the development of the eastern developed more mature,Midwest few attempts.After the 17 th CPC Congress,China clearly proposed the goal of building a service-oriented government.The government purchased public services is an important part of the government's innovative public service supply methods.It was mentioned the height of the central government and hasbeen promoted nationwide.Local governments have also responded positively to the country's call and have started their own distinctive purchasing practices.After more than ten years of development,two typical models: the post purchase model and the project purchase model have been formed in the country.These two models have their own advantages and disadvantages,and they need to be selected according to local conditions.In 2009,Taiyuan City began to implement government procurement of public services.Due to the late start and the fact that the development of social organizations is not very mature,the current purchase mode is mainly based on the post purchase model.The government's purchase of grassroots public service posts is a special public policy advocated by local governments.,which is implemented to implement the document requirements issued by the State Council on strengthening the employment of college graduates after the 2008 financial crisis.On the one hand,it can solve the employment problem of college graduates.On the other hand,it can attract college students to work at the grassroots jobs by purchasing public service posts.In 2014,the Taiyuan Municipal Government started to implement the policy of purchasing grassroots public service posts.From 2014 to 2016,the city purchased three batches of2,458 public service personnel.This article is based on the Taiyuan Municipal Government's purchase of grassroots public service posts.Through actual investigation and interviews with government agencies,undertaking agencies,and staff,we learned that thegovernment's policy of purchasing grassroots public service posts has achieved remarkable results in alleviating the employment pressure of university graduates,broadening the public service supply channels,fostering the development of social organizations and providing professional public services.However,we also found that it has problems such as the unclear positioning of various responsible subjects,the immature development of the undertaking agencies,the serious tendency of post content administration,the failure to establish long-term incentive mechanisms for the purchase of staff and so on.The author based on the research of related theories of public management,combined with local practical experience to propose specific improvement measures from the three levels of the government,undertaking agencies and staff.And the article suggests that the government should innovate the purchasing model,increase the social status and salary level of social workers,and introduce third-party assessment mechanisms in order to promote the development of the Taiyuan Municipal Government's purchase public service.The research in this paper has a certain role in enriching the government's experience in purchasing public services in the central and western regions of China and further promoting the government's development of the theory of localization of public services.
