Since 2004,the state has accelerated the pace of the reform of State-owned Enterprises,formulated a number of notifications,urged domestic State-owned Enterprises to innovate the Staff Community Governance,and exfoliate the water and electricity of their families as soon as possible,as well as the medical and educational functions undertaken,and to optimize and integrate the resources according to the principle of marketization,so as to realize the professional operation and management..However,as a State-owned Enterprise,in the practical operation of the innovation of the Staff Community Governance,there are some problems,such as the lag of relevant policies and guiding ideology,the unclear transfer object,the difficulty of the employee placement,the lack of funds and so on.Through data analysis and field research,this paper summarizes and analyzes the practical contents,steps and results of the innovation of the Staff Community Governance in Southwest Oil and Gas Field Company,As a pilot unit for the Staff Community Governance innovation of China Petroleum and Natural Gas Corporation,in order to provide reference for the similar reform of the related enterprises.Through in-depth investigation and research on Southwest Oil and Gas Field Company,it is found that the company has incorporated community neighborhood committees,street offices,local police stations,public security bureaus,city management law enforcement agencies,social pension institutions and social medical institutions into the Staff Community Governance framework through innovative practice,and builds professionalization and society relying on enterprises.The property company will transfer the electricity supply and energy service of the community to the socialized professional company,and successfully transfer the "three supply for one industry"(water and electrical supply and property management)to the national grid,the state water affairs and the local Gas Co,and set up a property management specialized company to innovate the medical mode and social endowment model of the mining area.To give health care and pension to social institutions,separate and transfer of public facilities and facilities to local government organizations such as neighborhood committees.Jointly with neighborhood committees,street offices,territorial public security systems and fire fighting systems,enterprises jointly create social security and safety environment.According to the actual needs and the characteristics of different logistics service projects,Southwest Oil and Gas Field Company choose different innovation paths,give full play to the enthusiasm of the multi governance body,integrate the multi resources of enterprises,government and society to solve the problems faced in the reform process,effectively realize the pre period target and reduce the operation cost of the enterprises.The result is satisfactory to all interested parties.At the same time,in the process of innovative practice,Southwest Oil and Gas Field Company actively respond,communicate actively with local governments,related units and employees,solve some problems that have plagued the State owned Enterprises Community Refor in State-owned Enterprises,and provide practical and theoretical basis for the State-owned Enterprises to carry out Innovation of Staff Community Governance.
