| The Third Plenary Session of the 18 th CPC Central Committee has put forward that "promoting the modernization of national governance system and governance ability" is the overall goal of deepening the reform in an all-round way.The 19 th CPC National Congress’ s report clearly points out that performance management should be carried out entirely.Government performance management is an important tool to measure modern government management level,which is the effective ways to improve the governance efficiency and governance legitimacy.It has played a prominent role and accumulated valuable practical experience in promoting economic and social development and enhancing the internal administration.However,in the face of the transformation of social contradictions,the deepening of the reform and the interest demands of the pluralistic subjects,the performance management of local government in China still has some problems in scientific,comprehensive and institutional aspects,etc.There is still a certain distance from the overall implementation of performance management requirements.At the same time,the theoretical field begins to reflect on the internal management mode and its own limitations of the new public management focusing on the organization and take a new look at the roles and the ways of performance management.In this context,the research on performance management system of local government is of great theoretical and practical significance.Taking Mianyang City of Sichuan Province as an example,the thesis comprehensively applies methods of literature analysis,case study,benchmarking contrast.Having current situation as foundation,theory as guidance,advanced areas as benchmark,data as the basis,the main problems are found,the causes of the problems are analyzed,and the solutions are put forward.The thesis is divided into six parts,the first part introduces the research background,significance,domestic and foreign research status,research methods and paths;The second part focuses on the core concepts of government performance management system and the theoretical basis of new public management,new public governance,public value and objective management and so on.The third part analyzes and evaluates the present situation of government performance management in Mianyang City.The fourth part summarizes the main problems and causes of the performance management system on organization system,index system,and operation system in Mianyang City.The fifth part combs the advanced experience of Hangzhou city,Shenzhen city and Haidian District of Beijing.The sixth part carries out countermeasures to the problem.This thesis argues that the government performance management in Mianyang City has some problems.For instance,the status of citizens has not been protruded and the "plurality" of the subject and object is not reflected enough;Index system needs to be improved in terms of its scientific nature,integration and output of "value rationality";The operation flow and related systems are not perfect;The level of information management is low;Performance improvement is insufficient,etc.In view of the above problems,this thesis provides the concrete improvement countermeasures. |
