| At present,China's economy has entered a "new normal",and it has become a consensus for economic development to change the way and adjust the structure.The effective path of the government to promote industrial transformation and upgrading has received increasing attention from government departments at all levels.As an industrial zone in Shenzhen,Bao'an District is in a critical period of government's promotion of industrial transformation and upgrading under the new normal.Its success or failure determines whether the district can successfully have regional core competitiveness in the new round of global competition.Therefore,how to find an effective path for industrial transformation and upgrading under the new normal has important research value in theory and practice.Under the above background,this article sorts out the related concepts and related theories of industrial transformation and upgrading under the new normal,and further studies and analyzes the path of Shenzhen Baoan Government to promote industrial transformation and upgrading in the future.First of all,the current situation and characteristics of the Baoan Government in promoting industrial development under the new normal are discussed.Combined with the theory of industrial transformation and upgrading,the SWOT analysis method is used to analyze the advantages,disadvantages,opportunities and challenges of the Baoan Government in promoting industrial transformation and upgrading.The main path that influences the transformation and upgrading of the Bao'an Government was obtained.Secondly,from the perspective of horizontal comparison,it analyzes the experience of domestic and foreign governments in promoting industrial transformation and upgrading,and provides valuable lessons for the next step of clarifying the industrial transformation and upgrading path of Baoan District.Finally,based on the previous path and case analysis,five policy suggestions are proposed to improve Baoan's strategic plan;implement an innovation-driven strategy;promote high-quality industrial development;strengthen urban renewal efforts;and accelerate the transformation of government functions.This article believes that industrial structure adjustment,innovation drive,and high-end development of the industry will be the main characteristics of the Baoan Government's promotion of industrial transformation and upgrading under the new normal.In the future,the Bao'an Government will need tograsp the innovation drive and "Baoan Manufacturing" under the premise of industrial strategy.2025 "two strategies,comprehensive improvement of industrial space and the quality of government services,the Baoan Government can effectively promote the realization of industrial transformation and upgrading. |
