This paper mainly studies the influence on the parallel system of post and rank on the motivation of civil servants in Dalian city.By reviewing relevant policies,regulations and literatures,understand the concept of the civil service incentive mechanism and what is contain that is the salary,promotion,reward punishment,and assessment of four aspects.Through the comparison of the incentive mechanism of the above four aspects,this paper can get the conclusion that the incentive effect of the promotion mechanism is most obvious to the civil servants.Before 2015,there just exist a kind of channel called job promotion,but in practice,especially at the grassroots level,there were many negative effects.In order to solve this problem,the central office issued a document to establish civil servant parallel system of post and rank in the organs below the country level.This system has been implement in Dalian for two years.There is little study on the incentive effect of this system.Therefore,this paper will focus on the aspect of the post and rank parallel system on the influence of civil servants in Dalian City.The promotion incentive mechanism is formed on the basis of the classification system of our country.The job classification system should be firstly understood in our country before research on the influence of the parallel system of post and rank on civil servants in Dalian city to further clarify the core concepts of post,rank,level and so on.Meanwhile,this paper combines the theory of incentive system to understand the emergence of promotion incentive mechanism under the job classification system.Through the study of the historical change of the civil service personnel classification system in China,from the historical point of view,this paper analyzes the incentive effect of the personnel classification system on the civil servants in all stages of our country,it is concluded that there is some negative influence of the current job classification system in the incentive aspect and promoting the parallel system of posts and ranks is necessary.The research process of this paper is to select representative county-level city and district as a sample,and issue a questionnaire survey to the civil servants,whose work place is executing the parallel system of post and rank,through the summary analysis of the data,it is concluded that the impact degree and satisfaction degree of the system on the actual incentive of civil servants.At the same time,through interviews with representative civil servants and personnel officer who are performing the system,the actual effect of the implementation of the system was obtained.This paper summarizes the results obtained from the above research approaches,the paper analyzes the parallel system of post and rank,which produces incentive effects and the cause of influencing incentive effect,for the civil service in Dalian,and from the perspective of institutional design,implementation planning and institutional support,and puts forward the countermeasures to eliminate the factors influencing the incentive effect,so as to improve the system,to better stimulate the work enthusiasm of grass-roots civil servants in Dalian.
