Research On The Status And Capacities Building Of Kindergarten Disaster Mitigation In Jiangsu Province

“Disaster mitigation begins at school”.As the first link of school education,the disaster mitigation work of kindergartens is important to the safety and health of children.Due to the waterfront in Jiangsu Province,the higher economic level,and the bigger population density,kindergartens are affected by the disaster deeper.How to improve the ability of disaster mitigation,to mitigate the harm of disasters to the vulnerable children,is already an important topic in emergency management research and preprimary education.However,whether it is emergency management practice or academia,the disaster mitigation of kindergarten has not attracted enough attentions,and there are few in-depth studies.The building of kindergarten disaster mitigation ability in Jiangsu Province should construct a comprehensive evaluation system by combining qualitative research with quantitative research based on problem-oriented and the concept of the kindergartens ability of disaster mitigation.And taking this as the frame to accurately locate the status of kindergartens mitigation in Jiangsu province.Based on the investigation of 100 kindergartens in Jiangsu Province,with the increasing attention of the Jiangsu government to the safety management of kindergartens,the overall mitigation awareness and the level of disaster education have achieved remarkable results.However,there are still some obvious deficiencies,such as Emergency plan formalization,lack of professional team,structural and non-structural problems.In order to effectively promote the capability building of kindergartens mitigation in Jiangsu province,this paper constructs a framework by using "capacity building" as the main line,relying on the evaluation system of mitigation,based on the five levels of emergency planning ability,continuous management ability,external environmental defense capability,structural management ability and non-structural management abilityto put forward concrete suggestions from government,kindergarten and other social forces.
