Research On The Restrictive Factors And Countermeasures Of Shaanxi Earthquake Disaster Emergency Response Capacity Improvement

In recent years,Shaanxi has achieved many results in emergency response to earthquake disasters.Based on the "Thirteenth Five-Year Plan" for the construction of the national emergency response system,the "Emergency Response Law of the People’s Republic of China" and the "Earthquake Disaster Reduction Law of the People’s Republic of China," In accordance with the specific conditions of Shaanxi,specific earthquake disaster emergency response laws and regulations such as the “Administrative Measures for Reporting Earthquake Disasters in Shaanxi Province”,“Regulations on Earthquake Disaster Reduction in Shaanxi Province” and “Administrative Measures for Earthquake Early Warning in Shaanxi Province” have been issued,which provide emergency response to earthquake disasters in Shaanxi Practical basis and legal norms.Based on the current status of Shaanxi earthquake disaster emergency response capabilities,this paper introduces the current situation of Shaanxi earthquake disaster emergency response capabilities from the aspects of earthquake disaster emergency response system construction,department coordination,professional human resources and information linkage.According to the construction principles of the earthquake disaster emergency response capability assessment index system,according to the existing government natural disaster emergency management capability assessment index systems of developed countries,and combining the specific characteristics of earthquake disaster emergency management,the expert meeting method is used to construct emergency management.Ability evaluation index system,and use the analytic hierarchy process(AHP)to construct the evaluation system.The questionnaire survey was used to systematically evaluate the emergency response capabilities of the earthquake disaster in Shaanxi.The problems of the emergency response to the earthquake disaster in Shaanxi were discussed using a combination of expert interviews.After the evaluation,this paper comprehensively analyzes the main constraints to the improvement of the emergency response capabilities of the earthquake disaster in Shaanxi from the aspects of the earthquake disaster emergency system,command mobilization,material preparation,human resources,and technical management.On this basis,we focus on the comparison of earthquake disaster emergency response models in typical countries and regions ,such as Japan,Nepal,and Taiwan of China,from the aspects of earthquake disaster management,disaster relief command,early warning notification,comprehensive disaster relief,and participation of social forces.Summarize the useful experience of typical countries and regions in emergency response to earthquake disasters,and provide a reference for improving the emergency response capabilities of earthquake disasters in Shaanxi.Finally,this article is based on the specific reality of the Shaanxi earthquake disaster emergency response capabilities from the aspects of reforming the concept of disaster response,strengthening the disaster response system,optimizing disaster warning capabilities,expanding the professional team for disaster prevention,advancing the reserves of disaster prevention materials,and guiding social participation.Specific suggestions for improving the emergency response capacity of the earthquake disaster in Shaanxi were put forward.
