Shanxi province,which is located in the Loess Plateau with porous soil and numerous gullies,makes it possible to occur dust storms,droughts,landslides,earthquakes,debris flow and other natural disasters frequently,and farmland is vulnerable to crop reduction because of pests and frozen soil.Natural disasters bring a huge loss of property and casualties to Shanxi province every year.And after the occurrence of natural disasters,there will be a large number of emergency relief supplies shortage,in this case,the emergency logistics ensue.In contrast,what the general logistics matters is cost control and efficiency,and the obvious difference between emergency logistics and general logistics is the urgency of time.The faster the material supplies arrived in the disaster area,the smaller the loss of disaster will be.In view of this,it is very significant to study the emergency logistics independent of the general logistics.In this thesis,quantitative research and qualitative research are combined to evaluate natural disasters of Shanxi province according to the characteristics of natural disasters and the actual situation of this province.First of all,the author gives a brief introduction to the thesis,including its background,research significance,main ideas,methods,contents and research focus,difficulties and innovations.The second part introduces the concepts involved in the study,including natural disasters and emergency logistics,and then analyzes the theoretical basis of the research,mainly using the system theory and emergency management theory,and summarizes the domestic and foreign research status of natural disaster emergency logistics.The third part states the characteristics of natural disasters in Shanxi,the related infrastructure construction of emergency logistics and the status of some work carried out in Shanxi,so as to have a preliminary understanding of Shanxi's emergency logistics.On this basis,in order to further understand the logistics capability to combat natural disaster emergency of Shanxi Province,the thesis points out the urgent needs of Shanxi to work on an emergency logistics capacity evaluation,and then begins to carry out the evaluation of Shanxi natural disaster emergency logistics.The fourth part analyzes the influencing factors of natural disaster emergency logistics and constructs the emergency logistics index system based on the principle of selecting certain indicators,and then puts forward 5 primary indexes and 27 second indexes,using AHP to determine index weights.In the fifth part,this paper determines the model of the natural disaster emergency logistics capacity evaluation,according to the uncertainty of the evaluation object.And it carries out a lot of data collection and field investigation by conducting a questionnaire survey to take Shanxi natural disaster emergency logistics capacity as an example,and uses the fuzzy comprehensive evaluation method to evaluate the data and obtain a comprehensive understanding of the capability evaluation of Shanxi province to deal with natural disaster emergency logistics.The sixth part puts forward some suggestions and opinions on the weak links in the research results,hoping to make some contributions to the improvement of the local emergency logistics capability.Finally,the thesis points out the shortcomings of the research and the prospect of the future.In order to have an overall understanding of Shanxi's emergency logistics capability,this paper constructed the evaluation index system of Shanxi natural disaster emergency logistics capability and did the actual evaluation.On this foundation,this paper put forward pertinence recommendations,hoping to make some contributions to disaster relief work.
