Three-systems Security Nets For Children Protection In Urban Areas

There are internal and external factors that endanger the safety of urban children in their social environment which they usually live in.According to the vulnerability and instability of children themselves owning,they face many security problems in their lives.How to meet the security needs of children has become an important research topic.Previous research showed that the construction of security nets for urban children which should be based on the basic environments of families,schools,communities had effects on avoiding risks of urban children may face.Therefore,this research take the security nets system of urban children as the research object.Specific questions of this research expressed as:What are the children security risks and safety needs in urban communities?What are the main components of security nets for urban children?How do they play the function for child safety protection?The significance of this research is to integrate the existing urban children security resources and to improve relevant policies to protect the safety of urban children.Analyze the current security problems in families,communities and schools,and the safety protection measures of each environments through the investigation on the street community cadres,women cadres,social workers and children of the Gulou District of Nanjing city and other areas of Jiangsu Province,in order to establish a long-term mechanism of services for city children.The research framework of this study is to research communities as the starting points.By investigating the current situation of children welfare facilities and services on the communities,the women Federation,social welfare organizations and the social work sites,establish the communities as the service hub.Establish a security net structure which interacts with family,school through the community,to provide a security umbrella for urban children.This research used multiple research methods combining quantitative research method and qualitative research method.Through the questionnaire,interview,case analysis and other methods to collect the current children service measures and other materials in the Gulou District of Nanjing city and other areas of Jiangsu Province.And analyze the Statistical results of the investigation.The research found that,the situation of urban children safety is not optimistic.The urban children face many security problems in different environments including social harm,family violence,school violence and so on.The current service measures for children are based on communities.The services involved in child safety protection content,they have the function of security network.But their lack of the goal of urban children safety protection and the interaction mechanism,can not effectively meet the security needs of children or provide professional services to solve security problems.This research suggested that protecting the urban children safety should be based on the construction of protection systems for urban children.This project will require many forces participating of the whole society,not only need to strengthen the families,schools,and communities' interaction,also need the support views from other aspects.This research proposes two point proposal:First on policy perspective,government should improve relevant policies to protect children,provide more abundant protection network construction resources,to create a children safety protection environment.The other perspective is of social work service,the government should strengthen the construction of professional social work team,promote more diversified social workers in children protection services,finally form the true pattern of children protection.Research on the problems in the future may focus on how to expand the children safety protection network from three-systems interaction to diversified-systems interaction.
