Study On The Supervision Of Administrative Power In Public Universities

With the increase of national investment in higher education and the expansion of school running autonomy of colleges and universities, disposal resources of the public university are rising.Since the problems of administration structure and top layer design, the public colleges and universities, which are undergoing the institutional reform and transition, exist the contradiction of administrative authority and academic authority. The administrative authority generalization and dislocation,reduce the academic power, are unfavourable of the healthy and stable development of higher education.Therefore, the main purpose of the paper, is perfecting the supervision mechanisms of administrative power, buliding modern colleges' system which has clear inside management structure.The research of the administrative power in colleges and universities, are proceeding from the features and mechanisms, studying the reasons of supervision problems, using the case of Jilin University and UCB, putting forward the stategy of improving the supervision,include enhacing the consciousness of the subject,building the supervision mechanisms, perfecting legislation and any concerned institution, pushing on the supervision.The paper followed the thingking, which was the author introducing a question first, then analysising the reason, finally solving it. Following research methods were mainly adopted literature review, investigation, case study and comparative study. In conclude,the supervision of administrative power in public colleges and universities, are premised on the basis of enhancing consciousness of the subject, are guaranteed throughout excellent surveillance mechanism and system, assort inside and outside supervision, push aheadprocedure supervision.
