Safety and stability of colleges and universities is an extremely important part in the construction of “Harmonious Society”. With the development of China's higher education reform, ever-growing campus area, expanding enrollment scale, and changing functions of the campus all raise new requirements for security management of college campus. Therefore, campus safety is attracting more and more attention from all quarters of the society.To prevent property crime on campus and on the basis of CPTED(Crime Prevention through Environmental Design), we analyzed the subjective and objective elements of campus property crime and explored the crime analysis method. Moreover, we established a crime cost-revenue model, a PCC(Person-Condition-Cost)model to prevent crimes, a criminal cognitive behavioral model, and a crime-preventive model under certain circumstances. With combination to our investigation of campus crimes, we analyzed the present condition of campus safety and crimes, and key elements such as people, space and safety mechanism with the aim to construct a campus crime model and propose design strategies for public facilities in campus. The proposed method was applied in the design practice of campus safety and security facilities to validate its feasibility.The research came from safety and crime problems existing in current campus. With the help of environmental facilities design and the CPTED theory, we studied the campus safety and crimes from a theoretical point of view, and designed accordingly to validate the proposed theory. We proposed some innovative models for the practice and application of crime preventive theory in campus safety and crime prevention, which is significant for campus safety both theoretically and practically.
