In recent years, China places greatly emphasis on developing vocational education. Preferential policies and increasing investment in the economy are both to create a good external condition for the development of vocational education. But the reaction of the vocational education in the folk is still cold and the lever of its development lags far behind the demand of economic development. The public regard vocational education as the last choice resulting that the vocational education to cultivate the talents' quality is low, which can not meet the demand of the market. These are the cause of “shortage of skilled worker” awkward situation. There are many causes of the vocational education lack of appeal, which is our country economy, politics, culture and social organization all aspects such as the result of joint action. This article analyzes the internal causes of the vocational education lack of appeal in our country mainly from the perspective of cultural.Culture is the sum total of material civilization and spiritual civilization of a national. It is everywhere and it deeply affects every aspect of social development. China's traditional culture goes through the baptism of thousands of years, whose ideology and value orientation for the development of modern society still has an unshakable influence. At the same time, we need to see that the culture is the product of social economic and political. It is with the development of economic and political development. So, the vocational education lack of attraction is not only a traditional cultural ‘blame', but also the result of the current cultural atmosphere. Under the influence of culture, social recognition of vocational education is low. The vocational education is forced into ‘inferior education' or ‘low-level education'.This article generalizes and analyzes of current situation of the development of vocational education through carding a vast amount of literature. It mainly traces the social recognition of cultural origin of ‘intellectuals' and ‘workers'. We know that it is concluded that influence the people behavior and choice is culture under the current economic and political system. Then I reflect on three aspects of vocational education lack of appeal: the influence of traditional Chinese cultural concept, the reflection of changes development of vocational education and the current social system rejecting vocational education. I want to find the inner reasons of the lack of the appeal. Then we look for ways to strengthen the vocational education attraction from the relationship between vocational education reform and economic system reform. And we want to promote the development of vocational education through the reform of school education system.The paper's first chapter is the introduction, mainly to generalize the related literature. The second chapter is for the development of vocational education in China to help us have a comprehensive understanding of the development of vocational education and the existing problems. The third chapter is the culture traces of ‘intellectuals' and ‘workers' and analyzes status change of ‘intellectuals' and ‘workers' for the influence of vocational education. The fourth chapter is cultural reflection on the vocational education lack of appeal based on the present people's behavior and choice by the current economic and political system under the influence of culture. The fifth chapter proposes the idea that make China's vocational education attractive.
