Due to the development of information technology, the various fields are undergoing constant change in society. The new social situation has exposed new requirements for politics, economy, and education. The new standards of morality for social individuals have increased. The physical and mental development of teenagers is in stage of being immature, the self-discipline is not enough. The tragedies that are caused by lacking of information ethics are common. However, the existing education is still under the influence of traditional education, which cannot promote students' initiative and subjectivity effectively, resulting into the boring of teaching method and information ethics mode as well as stereotype evaluation mechanism being not perfect and sound. As a product of information age, digital game combine the entertaining and educational feature, which can not only stimulate the students' learning motivation and interest in learning greatly, but also bring teaching process great pleasure, benefiting for imparting knowledge and moral cultivation of learners in the game activities. According to research literature, the development of digital games in field of information ethics is limited. Therefore, this research designed and developed the digital game in promoting teenagers' information ethics quality, which is providing reference for research of such games later.This study combines the characteristics of the digital education games and the training methods of information ethics, based on research methods, such as literature analysis method and so on. In order to promote the information ethics of teenagers, the game development tools are selected for designing and developing game what the theme is information ethics. The research work of this paper focuses on the following four aspects.(1) The foundation theoretical research of information ethics of teenagers. On the basis of reading a lot of related literatures, some digital game elements are analyzed by game design theories to looking for the method that combines information ethics education and game design method for providing theoretical support about this paper.(2) The construction of instructional design framework for promoting the development of information ethics of teenagers. On the basis of analyzing the teaching modes and strategies of information ethics, then selecting suitable views. This pager describes the design elements and structures of digital game, and construct instructional design framework for promoting the development of information ethics.(3) The design and development of the digital game instance to cultivate the teenagers' information ethics. On the basis of analyzing Instructional design model and related conceptions of game design, we have combined with the selected information ethics contents to develop game. This paper selects the Eclipse for the game development platform, java for the language, and combined with the Photoshop and other related software to develop game.(4) The application of digital game research. The game in this study is tested. We select corresponding learners to using digital game, then analyzing the results. Finally we have improved and modified this instance on the basis of results.With searching and analyzing the related literatures, the paper has consulted the valuable views. With a series of works, this study made the following achievements.(1) This study defines and illustrates the related concepts carefully. In order to providing the theoretical basis for designing and developing digital games, this study has explained and illustrates the development path of the related information ethics, and explained the information ethics and theories.(2) The construction of instructional design framework for promoting the development of information ethics of teenagers. This study has constructed the instructional design framework for promoting the development of information ethics of teenagers. This study has combined educational game theory and instructional theory of information ethics for designing educational game based on the characteristics of learners and the analysis of learning goals and contents. On the basis of framework, this paper combines game and knowledge.(3) This study has designed and developed the digital games to promote the information ethics of teenagers. This game was called "Virus War". This paper chooses the first information technology book content to develop this game with the help of Eclipse, Java, Photoshop and other related software.As a result of the limitation of the time and ability, we have not only achieved some results but also found many problems. The combinations of information ethics and digital game are not yet perfect. There are a lot of problems and shortages should be improved.
