Indicator System Of Society Influence Evaluation In New College Campus Project

In recent years, the scale and number of new college campus project has been growing rapidly. With the rapid development and its vital role as the center of education and culture, a new campus project has an important social impact. However, the indicator system for the evaluation of the social impact of new campus projects still falls short of completeness, thus harms a scientific and accurate evaluation of the project, and has a negative impact on the supervision in construction and operation. Therefore, the author aims to solve this problem by establishing a more systematic indicator system for social impact evaluation of new campus projects, and in turn, provide a support for determination.This dissertation firstly combined the theory about project evaluation and the research on new college campus construction, stressing advantages and disadvantages to adopt extant evaluation system research in new college campus projects. Analyzing the research on new college campus and the practicability, indicators in first and second level were summarized through literature review. Open-ended questionnaires and interviews to experts were implemented to supply the extant indicators, and then through the score for the significance of each indicator, a comprehensive indicator system for the evaluation of the new campus project was established.In this framework, the impact on “life level and quality”, “employment”, “culture and education”, “the establishment of city and society service” and “social economics” are the 5 indicators in the first level followed by 26 indicators in the second level. Second, this dissertation set up a process to adopt such framework in practice to adapt into the projects with different features. Combing with the analysis of a new campus of Tianjin University, this dissertation proposed a process to optimize the indicator system through Delphi and distributed the weight of each indicator through fuzzy AHP.In the evaluation for the Tianjin University new campus project, “economic status of the surrounding citizens”, “increased employment opportunities” and “flow in of talents” are the most weighted indicators in second level.
