In today’s society is a society full of competition,human resources is the national,regional,and the valuable wealth that enterprises improve their competitiveness,on the strength of countries,regions and enterprises improve have a great relationship.In today’s society is the society of the talent competition,human resources development and utilization level in the very great degree is about how the government’s comprehensive strength level.In the face of cruel and fierce competition,a country,region or enterprise will often choose to introduce talents,to promote the development of economy and society.In this context,China’s central and local governments have begun to strengthen attention to talent introduction and cultivation,introduction and training talents become the important content of local government personnel policy.Changchun is the northeast old industrial base,has a solid industrial foundation,at the same time,are also important commodity grain production base.Currently,the Changchun city a total of 18 has all kinds of development zone.The 18 development zone since its inception,the rapid economic development,owning a car and parts processing,agricultural products processing,optoelectronic information,biological medicine,business travel,new material and so on six big leading industry and the superiority industry,promote the development of Changchun city overall economic success.However,because of the long-term planned economy and the relatively backward mode of production,the influence of the led to the economic development is relatively backward,talent introduction policy is not perfect.This paper is according to the real economy of Changchun city development zone,economic strength,management of Changchun city development zone status and main problems and reasons of the talent introduction to the analysis of the system,puts forward some Suggestions,hoping to help the perfection of Changchun city development zone talent introduction policy.In this paper,on the basis of human capital theory,the basic theory of talent flow theory and incentive theory,combining with the actual condition of Changchun city development zone,to study the development of Changchun city talent introduction policies.In the article studied the development of Changchun city talent introduction policy and its operation problems and reasons,put forward the corresponding policy.This paper is divided into six parts: the first part expounds the research background of this article,the research status at home and abroad,difficult point and research methods.The second part is mainly to Changchun city development zone talent introduction policy related concepts,basic theory,this paper discusses;The third part analyzes the development of Changchun city the present situation of the talent introduction policy and its operation,including the present situation of the talent introduction policy and operation effect two aspects;The fourth part of Changchun city development zone talent introduction policy and its existing problems and reasons for carried on the detailed analysis;The fifth part for measures to perfect the Changchun city development zone talent introduction policy;The sixth part is the conclusion,summarize the significance of Changchun city development zone,the introduction of talents.
