Postgraduate education is the highest stage of China’s higher education, and it bears the important task of cultivating high level innovative talents for our country. In recent years, with the expansion of the enrollment scale of graduate students in our country, there is a certain decline in the quality of postgraduate training. Tutorial system as the basic form of the cultivation of graduate students, whether it is perfect or not is directly related to the cultivation quality of graduate students. Since 2006, our country has carried out the reform of the graduate student training system with the tutorial system reform as the key point. Since the reform, participation in the pilot reform of colleges and universities made a lot of achievements, but also left a lot of lessons. However, as an important part of graduate education, local colleges and universities are not actively involved in the reform. Therefore, how to promote the reform of local colleges and universities, how to further improve the graduate tutor system, has become an urgent problem to be solved in the process of graduate education reform.In this study, the master’s tutor system of local colleges and universities is the main research object. First of all, this paper clarifies the connotation of the tutorial system of graduate students by sorting out the literature materials about the tutorial system. Then, this article uses the survey method to investigate the current situation of the master’s tutor system of three local colleges and universities in Inner Mongolia, and analyzes the problems and causes of the tutor system. Finally, some countermeasures and suggestions are put forward to the problems existing in the tutorial system.This thesis consists of six parts. The first part introduces the background and significance of this research, the present situation of domestic and foreign research, the content and methods of the research. The second part is an overview of the tutorial system, including the definition of related concepts, the development process of the tutorial system and the role of the tutor in the cultivation of graduate students. The third part makes an investigation and Analysis on the current situation of the tutor system of three local colleges and universities in Inner Mongolia. The fourth part analyzes the problems and causes of the tutor system of local colleges and universities. The fifth part puts forward the countermeasures to improve the tutor system of local colleges and universities. The countermeasures include the following four aspects:universities strengthen the management system construction; rich mentor guidance mode; tutor clear their responsibilities; students strengthen communication with the tutor. The sixth part is the conclusion. It mainly includes the summary of this research, the deficiency of the research and the prospect of the future.
