Cultivation of students’ scientific literacy is the theme of today’s education, and is one of the concept of the new curriculum standards. Junior middle school student’s biology teaching is an important link for cultivating students’ scientific literacy. Hulunbeir is located in northeastern of Inner Mongolia, and is the minority areas with economic, culture relatively backward. In this paper, through present situation investigation and analysis for part of junior middle schools’ biology teaching in Hailar District of Hulunbeir, to understand present teaching situation of junior middle school biology in that area, and find the problems, and explore the solutions, in order to provide reference for the healthy development of the frontier minority areas education.In this paper, we conduct investigation for 231 grade two students and 24 biology teachers from Hailar NO.5 Middle School, NO.7 middle school, NO.9middle school, Railway NO.3 Middle School, Xuefu Road Middle School and Nankai Road middle school all 6 middle schools in Hailar District.Investigation methods including questionnaire, classroom teaching observation,communicate with the students and on-scene observation. The results showed that biology teaching philosophy, teaching facilities, levels and methods of surveyed junior middle school in line with the requirements of the new curriculum. First of all, most biology teachers according to the idea of new curriculum standard, combined with the local actual situation, and effective use the local resources for biology teaching. Secondly, some biology teachers possess strong ability of biological experiment teaching, and have much profound understanding and teaching enthusiasm on the biology teaching.Thirdly, investigated junior middle school mainly with the popularization of multimedia teaching equipment, and have professional biology laboratory andbasic equipment. Fourthly, most of the students love biology, especially perform great interest in experimental biology and extracurricular activities.The main problems are: firstly, there is a big difference in hardware construction in the Hailar District. For example, low penetration of multimedia teaching equipment in some junior middle school. The resolution of multimedia projector is not high, and blurred. The laboratory area is not big enough, and students crowded here. Microscope and other major teaching equipment have a low per capita rate. Secondly, emphasis on biology curriculum is not enough. Mainly reflected in the insufficient class hours compare with the teaching syllabus.Does not arrange the biology class in prime time. The teaching input is not enough, and lacks experimental consumables. Biological teachers rarely as a head teacher, and can further contact with students. Thirdly, experiment courses setting are incomplete. The experimental class opening minimum setting rate only 20%. Finally, the learning to improve approach for biological teacher is poor. Biology teachers are surveyed, no one has master degree, and 20.83% with College degree.Recommendations to the Hailar District junior middle school biology teaching situation are: firstly, increase the investment in teaching, improve the teaching environment; Secondly, As the status that biological course in cultivating students’ scientific literacy and college entrance examination share of biological course increased year by year, we should pay great attention to the construction intensity of the biology curriculum; Thirdly, we should be fully open all experimental courses arranged by syllabus, and strengthen the case that take students to the field, for return to nature for inquiry activity;Fourthly, we should be strengthen the continuing education of teachers, and strengthen teachers’ professional knowledge, changing their teaching ideas and teaching methods, build good, scientific teaching system.
