High school chemistry is an important part of science education, it has an irreplaceable role in improving the scientific literacy of students. While PARSEL(Popularity And Relevance(of) Science Education(for Scientific) Literacy) model is designed to improve the popularity and relevance of science curriculum to students' scientific literacy through exploring and making scientific problems in the social context of middle school students. How to combine the two organic, PARSEL model is used in high school chemistry science inquiry lesson is the core content of this study.This research mainly uses the literature method, the questionnaire survey method, the teaching experiment method to carry on the research. Research is roughly experienced four process:(1) Access to information, access to theoretical basis.(2) The general process and steps of the implementation of PARSEL model are proposed. On the basis of referring to the theory of domestic and foreign, combined with the actual situation of chemistry science, the general steps of the implementation of the PARSEL model are proposed including three processes: First, put forward the problem in combination with the social situation; Second, analysis of scientific issues, to collect relevant information; Third, analyze and summarize the data, and solve the problem; Fourth scientific decision-making life issues, improve literacy.(3) Implement PARSEL mode through the education practice, and test the actual effect.(4) Evaluation of teaching effect. In order to test the actual teaching effect of the proposed PARSEL model,select classes 49?50,two ordinary parallel classes of grade 2015 in Laizhou No.1 Middle School of Shandong Province for half a year's experiment teaching, the experimental class and the control class were used PARSEL model and the traditional model for teaching. Teaching practice makes use of the research learning class which is set by the school, practice contents are "to drink the gas- carbon dioxide in carbonated drinks" and "crop planting: is it related to fertilizer?" two topics, which are associated with Luke version of high school chemistry 1(required). In the teaching experiment, the student carries on the questionnaire investigation and the experimental teaching test before the experiment, through the result analysis, the appraisal PARSEL pattern implementation effect.The statistical results of the teaching test after the experiment show that the average score of the experimental class and the control class were 24 and 21 respectively of experimental design topics, that is the experimental ability of the students in the experimental class is higher than that of the control group; The average score of the experimental class and the control class were 19 and 17 respectively of working knowledge of problem solving class subject, that is the problem-solving ability of the experimental class was higher than that of the control group; The average score of the experimental class and the control class were 19 and 17 respectively of information processing, solve the problem of life class topics,that is the information processing ability of the experimental class was higher than that of the control group; While the total score of the experimental class and the control class were 60 and 53.7 respectively, obvious difference. So we can draw a conclusion: the application of PARSEL model in high school chemistry science inquiry teaching can improve students' ability of experiment, scientific literacy and problem solving ability, and obviously improve the quality of chemical education.
