Countries around the world has carried out discussion on "what kind of people should be cultivated and how to cultivate" and practiced in the education field since the 21st century. At present, there are various negative phenomena, which knowledge of senior high school chemistry is separated from social life, students understand no significance of learning chemistry, learning creativity and learning potential of students are constrained. To improve chemical literacy has important significance on solving these malpractices for senior high school students.First of all, this article elaborates background of generating chemical literacy, analyzes connotations, summarizes it as four dimensions to represent chemical basic concepts, master process and tactics of studying chemistry, applying chemical knowledge to solve problems and form correct value PARSEL aims at promoting citizens' scientific literacy though scientific curriculum of popularity and relevancy. PARSEL plan emphasizes that knowledge fit in with real-life problem situations in order to break down barriers between the knowledge and the actual life, which will make students aware of the significance of scientific knowledge, and improve the students'scientific literacy in the process of learning. Based on the analysis of a large number of literatures, the ideas of PARSEL plan have a higher reference value for constructing chemical literacy. Therefore, several strategies of constructing chemical quality from three aspects of teaching including formulation of teaching objectives, construction of enquiring teaching procedures and teaching are proposed.The chemistry class in November in a senior high school as the research object was selected, implementation strategies and methods was explored. The research results showed that these strategies based on PARSEL plan had been certain reference value for cultivating and improving chemical literacy of senior high school students. Meanwhile, these had not only possessed practicality, but also had been limitations and should have been improved.
