In 2010 the State Council promulgated the national medium and long-term education reform and development plan outline(2010-2020) to start reform pilot work in preschool education, to clearly put forward “establishing a government-leading, social-participating, and public-private cooperating system”, and “basically make the pre-school education universal to all, and especially focus on developing the rural preschool education to realize the goal in 2020 of popularizing preschool education in one year, basically universal pre-school education for two years, and popularizing preschool education in three years for conditional region. That is to say, preschool education was attached with great importance on an unprecedented scale. In 2010-2013, the first round of the climax of pre-school education three-year-action-plan was all across the country. In most regions, the pre-school education has made great development. While on the whole, there are problems such as problems between the city and countryside, uneven regional developmental problems, unreasonable layout and low overall quality of teachers, and financial investment preferential treatment”.Based on the condition of preschool education in Hainan province, the theory of management of engineering and science, and extensive research and practical investigations, this paper focus on how will the government play the leading role to make reasonable layout and scientific planning and policy, training teachers, the implementation of the regulation and supervision of funds, in order to put forward constructive suggestions to promote balanced, scientific, efficient and sustainable development in pre-school education from the perspective of “government-led”.In this paper, use of literature, comparative method, data analysis method, DEA(Data Envelopment Analysis) and other research methods, comparative study at home and abroad and Hainan development of preschool education, current situation, analysis, promote the development of pre-school education in Hainan and points out the problems existing in the preschool education development in Hainan. Selected financial investment, full-time teachers, kindergarten three indicators as input variables, the gross enrollment rate, in the park, the number of students, excellent nursery accounted for than three indicators as output variables, select 2004-2014 data, discusses the Hainan Province preschool education resource allocation efficiency, and configuration of a recent years proposed recommendations for improvement. Finally, this paper puts forward the operability suggestion from the angle of the resource allocation optimization.
