Junior Teachers college, as an important part of our normal education system, have made a significant contribution to our country's primary education. Along with social economy development, the normal education in our country turned into a transition period. In the past decades, teacher's colleges in developed eastern provinces have basically completed its transformation: some upgraded to undergraduate colleges, some was merged into other institutions of higher learning, or developed in the direction of vocational colleges. In most areas of the central and western regions, junior Teachers college still plays an essential role in teacher training and local elementary education. At the same time, however, in the context of transition from normal education to teacher education, these schools also exposed some problems: old educational philosophy, vague educational goals, low level of talent training, and the lack of teacher troops building. There is an issue with admission difficulty, management confusion, and the brain drain phenomenon in most schools whose only way out or inevitable choice is to reform, if they want to deserve a seat at the table in the fierce competition.Through the researches on the current situation of many junior Teachers colleges in the central and western regions, adopting the methods of system analysis, the author summarizes and induces the fundamental reason affecting the development of these schools from the policy factors, economic factors and school factors in different dimensions of research; and brings up some suggestions on the development of these schools from the development orientation, teaching staff construction, deepening the teaching reform, school characteristic culture construction etc.. On the final chapter, through introduction and analysis of typical cases, the author hopes to offer references to the reform and development of junior Teachers college in the central and western regions to throw out a minnow to catch a whale.
