Basic education is the cornerstone of the education in China,a primary school teacher the team consists of quantity and quality determines the quality of our country's basic education.At present,China's central and western regions because of the education policy,the personnel management system factors,economic factors and natural conditions,geographical factors caused the elementary school teachers the team not only is business,there is a group of special identity-a substitute teacher.Substitute teachers in public schools in which there is no national official business establishment of temporary teachers,they generally have low basic salary,welfare treatment is poor,lack of social security,job satisfaction is low,life is not guaranteed,therefore,this article is given priority to with practical investigation,according to startan ChangJiang area of rural primary school class teacher basic situation and county,township two levels of government department to this group of the existing management study.In this paper,by using the literature material law,drawing lessons from the domestic about in the research,based on the theory of maslow's hierarchy of needs,using the method of questionnaire survey,data analysis,in-depth interview method,from set out actually,at present also the ChangJiang area substitute teachers in rural primary school is not stable,fluidity big,teachers' work enthusiasm is not high,poor quality of teaching,analyzing the existing problems and causes to explore a set of applicable to substitute teachers in rural primary school in the Midwest,to safeguard their rights and interests and requirements,to enhance the subjective initiative of his work,improve the quality of teaching the effective,standardized,reasonable and operable management measures,and further extended to other rural primary schools in the central and western regions in China.This paper will be divided into four parts:The first part is introduction,covering research for the purpose and significance,research status at home and abroad,the difficult point,main content and innovation,research methods and ideas.The second part is the basic concept and theoretical basis,this paper is based on maslow's hierarchy of needs,a detailed analysis of a substitute teacher the five different levels of demand.The third part is the management status of rural primary school class teacher,I am in jingdezhen ChangJiang area of rural primary school class teacher questionnaires and in-depth interviews,from the basic structure of substitute teachers,welfare treatment,work status,description and analysis on the present situation of body and mind,sums up the problems existing in the rural primary school class teacher management.The fourth part is the Midwest rural primary school class teacher management countermeasure research,first set up the correct management concept,management authority of rural primary school class teacher to county level department in charge of education,secondly the good hiring off,substitute teachers rein the entry threshold,raising base salaries again,at the same time to strengthen the education and training,and establish the corresponding incentive mechanism.
