After coming into the twenty- first century, the figure of early digital reading which had just appeared gradually penetrate into people's learning, work and life with the help of the rapid development of technology. From the year of 2009, digital reading will be put onto the worldwide national digital reading schedule by every country and it will own the same position with traditional reading. Digital reading and digital technology has always been connected each other. However, the digital technology with the advantages of fast updating, rich content and plentiful ways of presentation will restrict the result of digital reading. Hence, if people want to get a better digital reading and better adapt the development of scientific technology, it could be extremely necessary to clearly establish the key competency framework of digital reading. The paper will try to make a explorat ion in this aspect with hope of providing a referenced competency framework to competency cultivation of future domestic digital reading.The body of this paper contains six parts:The first part, analysing from the current state of development of digital technology and digital reading in real situation, points out the necessity of digital reading key competencies framework of the establishment; Then through combing the Chinese literature from CNKI, the research status of digital reading will be reviewed.The second part, defines the reading?digital reading?key competence and other core concepts firstly. Next, contrast the traditional paper reading and digital reading what characteristics. Last, takes the intersection from the digital ability and reading ability to make the initial formation of the digital reading ability.The third part of the paper includes comparison of the parts concerned digital reading from literatures published in international organizations and the new natural policy of press to build the initial competency constructio n of digital reading;The fourth part consults experts through Delphi method on critical reading ability of digital reading and based on the views of experts and scholars to further modify and improve key capabilities, and finally form the key ability of digital reading.The sixth part of the article are the summary and reflection.
