With the further development of Vietnam's economy, the pace of development of education in Vietnam is also a significant move in the course of several decades in the development of education, education in Vietnam has made a lot of achievements, as compulsory elementary education in Vietnam, the Vietnamese education system which the most basic part, its role is self-evident. Currently Vietnam has become one of the basic compulsory public service products, we have been basically gained popularity. As the capital of Vietnam in Hanoi, Vietnam economic,political and cultural center, the Hanoi government attaches great importance to the development of compulsory education, compulsory education and achieved good results. Through the perspective of public administration, selected Hanoi as a research perspective, explore Hanoi compulsory equalization of the status quo, Hanoi compulsory education has made obvious achievements in the process of development, but at the same time, development of compulsory education in Hanoi also facing serious problems, namely, education resources uneven distribution between urban and rural areas, resulting in the development of compulsory education gap between urban and rural areas. This gap between urban development of compulsory education, will inevitably lead to urban and rural residents can not enjoy equal basic compulsory service, and ultimately affect the equalization of basic public service objectives. Therefore, the unequal development of urban and rural compulsory education are highly concerned about the government, and actively take measures to solve them. Based on the advanced experience from abroad, based on the proposed speeding up the equalization of education in Hanoi, Vietnam policy recommendations, such as improving public finance system; shift from government budget to public service-oriented government; improve compulsory education management system; improve the promotion of equality of educationalcompulsory education resources, sharing of resources and other measures;the evaluation system of the country.
