In the 21 st century, the compulsory education gradually makes the transition from quantity growth to quality development. Equal compulsory education as an important of the equal basic public services, to realize education fairness and the construction of a harmonious society is of great significance and is also the focus of concern in recent years. The study gives an example for ChangJi country in XinJiang autonomous region which is a country-level city of the western region in our country to discuss the problem of compulsory education equalization in county area.This study firstly combed the literature of compulsory education equalization and elaborates theories of compulsory education equalization. Then, combine with local education index data, described compulsory education equalization of Changji present situation from the education funds, teachers, school conditions three aspects, adopt the method of field interviews to analysis of Changji in the main problems and cause existing in the compulsory education equalization, such as “school choice” problem, teacher quality and quality of teaching. Finally, draw on compulsory education in foreign and domestic equalization basic of relevant experience, put forward the Changji county continue to promote compulsory education equalization suggestions from clear government responsibility, increased investment in education, strengthen the construction of teaching staff, adjust the layout, strengthen the supervision of education.In this study,the innovation is to explore the problem of compulsory education equalization in Changji and combining with the reality of Changji compulsory education development which is focus on problem solving to put forward the countermeasures from the perspective of public management to hope that through this research caused by the government and the public's concern on the equalization of public and value in the western areas providing new ideas to the scope of compulsory education in western region development to promote and safeguard fairness.
