Research On Hub-type Sports Organizations Participating In Community Sports Governance In China

The Third Plenary Session of the 18th CPC Central Committee called on accelerating the transformation of governance mode,which promoted the construction of modern social governance pattern to become an important goal of China’s current social construction.The grassroots community is the key area of social governance in China,community sports governance the key proposition to promote the construction of mass sports in China.At the same time,in the field of social organizations,there are new types of social organizations which aim at serving other social organizations in this field as hub-type social organizations.They actively participate in social governance and community governance.It is of great significance to explore the practical and theoretical value of the new social organizations in the field of sports participating in community sports governance for the current development of mass sports and the optimization of community sports governance pattern in China.This paper takes the hub-type sports organizations participating in community sports governance in China as the research object.With the methods of literature review and field investigation,adopting the basis of learning the relevant content of governance theory,the research focuses on the analysis of two representative hub-type sports organizations:sports federation and community sports association,and selects Beijing Sports Federation and YouAnMen Community Sports Association as cases to analyze the two types of hub-type sports organizations According to the analysis framework of the main role of governance,the content of participation in governance,the path of governance and the problems of participation in governance,this paper analyzes the birth,the role of participation in governance,the main ways and paths of participation and the main obstacles of the two types of hub sports organizations.At the same time,the paper also explains the main reasons for the above barriers,and puts forward the countermeasures and suggestions to optimize the hub type sports organizations to participate in community sports governance.The main conclusions are as follows:(1)Hub-type sports organization is a kind of social organization which acts as the hub of other sports social organizations in the field of sports and mainly provides organizational management and business guidance services for other sports social organizations.Driven by the urgent needs of macro policy guidance and governance modernization of community sports governance and the innovative practice of hub sports organizations themselves,hub-type sports organizations participate in the practice of community sports governance,and play the functions of contact service,resource support,communication reflection and value cultivation.(2)At present,there are two types of hub sports organizations participating in community sports governance.One is the led by the government,represented by Beijing Sports Federation,which plays a guiding role in participating in community sports governance.The main mode of its participation in community sports governance is the top-down one-way participation mode,which shows the characteristics of bureaucracy in the operation mechanism.At the same time,it faces the problems of unclear political and social relations,unclear service nature and the dilemma of lack of organizational ability;(3)The second is the hub-type sports organization dominated by social forces,represented by YouAnMen Community Sports Association of Beijing,which plays a service main role in participating in community sports governance.Its main mode of participating in community sports governance is semi embedded cooperation mode,showing flat characteristics in operation mechanism.At present,it is mainly faced with the problems of unacknowledged hub type role,unfixed funds and lack of talents Shortage,as well as "capable person" contradiction and other difficulties;(4)At present,hub type sports organizations can participate in the optimization of community sports governance from the aspects of system construction,organization construction and operation mechanism.Specifically,we should strengthen the legal protection,improve the government support for Sports Association,clarify the role orientation of hub type organizations,enhance the role identity and social identity,optimize the participation mechanism,and form the linkage of hub type sports organizations.
