In the fierce international competition, economic and scientific and technological innovation is the focus of the competition, but in the end, the innovative talents is the key. Talent is the main body which can promote technological progress and social development,is the comprehensive reflection of national competitiveness, is the leading factor to win the initiative in the fierce international competition. The technology personnel, as an important bearer of knowledge and technology, constituting the intermediary bridge which can turn the science and technology into actual productive force and competitive advantage,is the key factors of country to drive development strategy.Of course, the growth rate of talents, the rate of innovation and the efficiency of talent to play have a close relationship with the environment which they are in. If our ecology and environment are wonderful, the talent will be together, if not, talent will be lost, failure will also come in. Good environment is competitive, attractive and cohesive. People always go where have a good talent environment.At present, Sichuan is implementing the "three major development strategies" to promote the "two leaps" and the track which can accelerate and promote the development of the province into the innovation-driven. It depends that governing Sichuan needs technological innovation and personnel support more necessarily than any time in the history. Under the background of promoting the "public entrepreneurship and innovation" vigorously in our province, people continue to optimize the innovation environment, and constantly improve the service system. But there is still a long distance for our province to build a multi-layered talent system and gather skilled personnel massively together. At present, there still exist many problems such as lacking the awareness of giving develop priority to the technical personnel, the prominent "fragmentation " phenomenon of personnel policy and the devotion shortage to the development of scientific and technological personnel, unperfect rigid innovation incentive mechanism, the social atmosphere of lacking tolerance to failure and so on. Therefore, to strengthen training and improve the innovation environment for skilled talents is an important part to improve the innovative enthusiasm of technological personnel and innovation skills.Based on the related theories of talent innovation environment systematic summary. the study found that the domestic scholars have got a lot of progress on researching innovation environment and make a good foundation to continue to deepen the research of this field. Meanwhile, we also found that researches which we have had have quite a few come from the micro perspective and they are mainly concentrated on the study of self-construction regional innovation environment,but rarely analyzed from the view of the national innovation strategy. In fact, skilled personnel are as the major force of public entrepreneurship in the highly innovation, and need to take a more important task in which to play a significant role with the development of national innovation-driven strategy of comprehensive advancement. At the same time, the state innovation-driven development strategy needs to outside guide the innovation and development of skilled personnel from the level of theory and system, and indirectly puts forward the necessity and urgency of the local innovation environment construction. Therefore, this study is based on the times background of implementing innovation-driven development strategy and further studies the related issues of technological personnel innovation environment,having a strong theoretical significance and an important practical significance.Meanwhile, this paper mainly focuses on Science and Technology Talents innovation environment,collecting much information on the local environmental factors of innovation technology professionals and doing a theoretical and empirical research about skilled talents of science and technology innovation of local environmental impact factors to learn more about the overall status and the exiting problems of innovation environment of skilled talents in our province. First, synthesizing research status at home and abroad to frame a theoretical framework for the innovation of technology talents and to clarify the relationship between science and technology talents and innovation environment, analyzing the supporting points for theory of Innovation Environment Construction of skilled talents from strategic theory,subject theory and region theory and defining scientific connotation of talent innovation from the macro and micro angles.Secondly, in order to identify the main factors influencing talents innovation in environmental systems,this paper did detailed correlation analysis about several important environmental factors which influence human creative ability and enthusiasm for innovation from internal and external aspects to provide a theoretical basis for optimization of targeted regional innovation system environment. Finally, combining collected text data and survey data to analyze the current situation and problems of Science and Technology Talents innovation environment.On this basis, aim at the Situation of Sichuan specific innovation environment, drawing on experience in building Beijing, Shanghai, Hubei typical areas of science and technology talent innovation environment, put forward the basic path optimization Innovation Environment Science and Technology Talents alternative, further defined the future focus on regional innovation environment development.Through these studies, we can draw the conclusion that the relationship between innovation development of skilled personnel and regional environment is very close. When deeply implement innovation driven development strategy to push on 13 th Five-Year construction vigorously,Sichuan province must respect,encourage and serve tale nted person,gather the strength of the province to engage in constructing a nice talent innovation environment,continuously improve the enthusiasm of scientific and technic al personnel innovation,and create a good social atmosphere to encourage innovation,t olerant failure.However, the innovation environment construction is a complicated systems engineering. As the " public entrepreneurship and innovation " is carrying out roundly, scientific and technological personnel in the position and role will further highlight, the research which is surrounding innovation environment of skilled talents will also be more deeply.
