Since the implementation of reform and opening up in 1978,my country's economic development has advanced by leaps and bounds and has achieved tremendous results.However,with the gradual weakening of the demographic dividend advantage,China's economic development has entered a new stage,and it is in an important period of transformation of development mode,optimization of economic structure and transformation of growth momentum;implementing innovation-driven strategies and accelerating independent innovation is China's current economic realization.The focus of growth.In the process of achieving innovation-driven development,the participation of scientific and technological innovation talents is indispensable.They are the engine for promoting scientific and technological progress and stimulating economic growth,and the booster for economic prosperity and social development.The flow and function of scientific and technological innovation talents are inseparable from the environment in which they are located,providing a good environment for talents.Attracting talents through various incentive measures has become a means for countries and regions around the world to build their nests.General Secretary Xi Jinping has always been concerned about the development of Jiangxi,an old revolutionary base area.On May 20,2019,when he came to Jiangxi again,he pointed out that he must continue to promote the conversion of old and new kinetic energy with independent innovation,master core technology,and seize the commanding heights of industrial development.At the Symposium on the Rise of Central China,he proposed that Jiangxi should revitalize the high-quality development of the old revolutionary base areas and promote the rise of Central China,and strive to be an example of pioneering innovation.At present,all kinds of attractive policies issued by various regions in the competition for talents,how Jiangxi stands out among many regions,and create a local environment for the development of technological innovation talents worth studying.Based on this,this paper first sorts out and summarizes the relevant literature,and systematically defines the connotation of scientific and technological innovation talents and the development environment of scientific and technological innovation talents by learning the theoretical knowledge of talent development;The development environment for innovative talents is divided into four subsystems: economic environment,living environment,science and technology input environment,and science and technology output environment,and the corresponding evaluation indicators are selected for different subsystems;the objective analysis is selected from the comprehensive evaluation method during the empirical analysis The principal component analysis method,entropy value method and CRITIC method are used to evaluate the development environment of scientific and technological innovation talents in 11 prefecture-level cities in Jiangxi Province;in order to balance the bias and error of various evaluation methods,the three evaluation results are verified After meeting the consistency requirements,arithmetically averaging them to determine the final score and ranking of the development environment for scientific and technological innovation talents;through analysis,it was found that the overall score of the development environment for scientific and technological innovation talents in various cities in Jiangxi Province was not high,each under each secondary index Regional development is also uneven;finally,based on the results of empirical analysis,Jiangxi Province made specific recommendations for optimizing the development environment for scientific and technological innovation talents.
