Research On The Evaluation And Countermeasures Of The Science And Technology Innovation Ability Of Chong Qing Colleges And Universities

Science and technology is a great crystallization of human wisdom,innovation is the driving force of civilization progress.In today's world,science and technology innovation influenced the economic and social development and human life more widely,and the development level of science and technology and innovation ability has become a symbol of national's power and core competitiveness.The universities have a huge advantage in inheriting classic knowledge and exploring new knowledge and technology,and play a very important role in promoting innovation capacity of regional and enterprise and the whole national science and technology level.The science and technology innovation capabilities of the universities directly influence the process of the innovation system of the region and the country.Under the background that the government emphasize the strategy to implement innovation to drive the development,as an important central city in the southwest of China,Chongqing established itself as the center area of technology innovation in the southwest and the upper reaches of the Yangtze River of China.So it has important theoretical and practical significance to study the science and technology innovation ability of chongqing's universities for this paper.Science and technology innovation ability of university is a comprehensive ability which refers to the effective utilization and optimize the resources of various scientific and technological innovation resources,through the research and management activities,a high level of scientific and technological achievements were obtained,and these achievements were used in the economic and social production.It was proposed that innovation ability consists of the input ability of scientific and technological resources,output and transformation ability of scientific and technological achievements.The paper cleared the basic situation of science and technology innovation of Chongqing's universities from the policy guidance,financial security,personnel support,platform construction,etc.Then the paper adopted information entropy method to evaluate the Colleges and universities statistical data of 31 Provinces in domestic,combining with related data from 2010 to 2014,found that the science and technology innovation ability of Chongqing's universities is in the medium level in domestic,and has a tendency to decline,the paper argues that the main reasons are lacking of young talents with high quality,ended high level of research project and easy conversion achievements,low transformation value and influence of achievements,uneven distribution of research funding.Finally,to promote the science and technology innovation ability of chongqing's universities,this paper put forward that management effectiveness of the government should be promoted,a reasonable innovation pattern be selected.Simultaneously,the investment of science and technology resources should be enlarged,the quality of achievements be improved and the innovation efficiency be increased.
