Research On The Science And Technology Innovation Ability Of Shandong Colleges And Universities

With the rapid development in science and technology, knowledge economy isjust beginning in the world today. Now, the national strength competition is moreand more intense, and the world is reforming day by day, all these resulted in theprogress of economy and the great changes of the society and human life. Thecompetition between different countries is mainly for the high technology andknowledge innovation. In order to enhancing competition ability in the future, everynation and area is constantly setting up its innovation system. As an important part inthe system of science and technology innovation, the colleges and universitiesinnovation and spread of science and technology occurred every day. So the collegesand universities will take an important role.In this issue, three works were conducted. The first, the effect and function ofevery element in the innovation system of science and technology was analyzed;andthen, the ability of science and technology innovation of colleges and universitieswas studied;finally, the sub-system of science and technology innovation of collegesand universities in Shandong province was compared with the real condition ofinnovation system of whole Shandong province. The following conclusion could beresulted in the innovation system of Shandong colleges and university, the originalinnovation is its superiority;technology innovation should be strengthened, however,it was disappointed that the innovation system of Shandong colleges and universitydidn't suit to the area innovation system of Shandong province. According to theabove results, the strategy and proposals of how to enhance the ability of science andtechnology innovation of Shandong colleges and universities and improve theenvironment of innovations system were put forward, the offered reference basis forthe development of science and technology work in colleges and universities.This issue is composed of six parts. The structural thinking and theoretical basisof this article was put forward in part one and two.Part three, four and five are thefocal point, and the ability of Shandong colleges and universities in science andtechnology innovation and original innovative was analyzed and studied, and thenational innovation system was compared with the international innovation system.On the basis of this, the sub-system of science and technology was compared withthe system of science and technology system. On the basis of part three and four, andincorporating with theories and methods of foreign countries, in part five, the abilityof science and technology was assessed and the DEA method was used to evaluatethe science and technology compatation of Shandong Colleges,the proposal forenhancing the ability of science and technology was put forward in part six.
