Research On Yunnan Universities Promoting Regional Science And Technology Innovation

In the era of a knowledge economy,colleges and universities,as open organizations in society,are closely connected with all aspects of society and bear important and special responsibilities in promoting national economic development and social progress.With its own scientific and technological achievements and talent advantages,the university becomes important to support the national science and technology innovation system and provides a constant source of scientific and technological power for regional science and technology innovation.Especially,the18 th Party Congress proposed to implement the innovation-driven development strategy,for which the special mission shouldered by universities is more prominent.Although Yunnan is located in the southwestern border area,it is a key province in implementing the innovation-driven development strategy and promoting the "One Belt,One Road" cooperation initiative in China.Yunnan universities should give full play to their scientific and technological innovation capabilities,actively promote regional scientific and technological innovation,and contribute to the high-quality leapfrog development of Yunnan.However,with the increasing attention and importance of the state to the scientific and technological innovation capacity of universities and the introduction of relevant policies and regulations,there is still a big gap between the scientific and technological innovation capacity of Yunnan universities and the demand for regional scientific and technological innovation,and the interaction mechanism between universities,government and industry does not meet the needs of regional scientific and technological innovation.The interaction mechanism between universities and government and industries is not suitable for regional science and technology innovation.Therefore,the analysis of the current situation and problems of Yunnan colleges and universities promoting regional science and technology innovation is helping to improve the scientific and technological innovation capacity of colleges and universities,enhance the interaction,cooperation,and synergy between colleges and universities,government and industries,and better realize the sustainable development of colleges and universities promoting regional science and technology innovation.Based on the perspective of triple helix innovation theory,this study examines the policies about science and technology innovation in universities in China and Yunnan,as well as the input capacity,output capacity,and transformation capacity of science and technology innovation in Yunnan universities,and summarizes the practical practices and practical problems of Yunnan universities in promoting regional science and technology innovation by combining the case analysis of typical universities in Yunnan.It is found that the disconnect between the concept and behavior of science and technology innovation in Yunnan universities is mainly caused by the difference in concept,system,and benefit between universities,government,and industry.To enhance the ability of Yunnan universities to promote regional science and technology innovation,the study puts forward four development suggestions,namely,awakening the transformation and commitment of universities;stimulating the initiative and cross-fertilization of industries;strengthening the promotion and guarantee of government;and constructing a benign interaction mechanism among universities,government,and industries.This study helps to further enhance the scientific and technological innovation capacity of Yunnan universities,improve the interactive relationship between Yunnan universities,government,and industry,and then enhance the role of Yunnan universities in promoting regional scientific and technological innovation.In addition,the development suggestions put forward in this study have good implications for the improvement of the science and technology innovation capacity of universities in other regions of China,and their interaction with government and industry.
