This study was carried out in a rural primary school in JiShiShan bonan dongxiang salar autonomous county, Gansu province. The period of this study is three and a half months. The purpose is to explore the way of outside reading environment of rural primary school. Action research is the method of this research.During the course of the study, the researcher constantly reflected the objective condition of the school and the research results. Observation method, interview method and physical method were used to collect data.The main content of this study : around improving primary school students extracurricular reading environment, measures about the "internal reading environment" and the "external reading environment" are explored. The construction activities on "internal reading environment" concerning human being as the main body of reading : "inside and outside" reading course and other reading activities were carried out to stimulate students’ interest in outside reading,correcting student’s bad reading habits and teach them scientific reading methods. The activities of improving the external environment : firstly, the outside reading resources include some new books get by buying, some selected old books and some reading resources from local.The research reflections :(1) the extracurricular reading environment of the rural primary schools in minority areas is in urgent need of improvement.(2) construction of internal and external reading environment can improve primary school reading environment effectively in Western Minority Areas.(3) " inside and outside " reading courses can help students form good reading habit in the west of China.and on this basis the internal reading environment will be optimized.(4) the readability reading resources of the school are the basis of the realization of the rural students’ extracurricular reading environment.(5) the readability reading resources reflect in having books to read and the books suitable for the students.(6) improve the elementary student extracurricular reading environment throughout national rural schools work always. In addition, the reflection on action research course :(1) inthe action research to do five "integration" and a "jump out".(2) constantly create the conditions to solve the problem in the process of the research.(3) the researchers’ self-reflection is the motive force of study can advance...
