Compulsory education is not only the foundation of the national education but also the bases of individual development. What's more, it has foundation status in large populations into human resources powerhouse. After realized the full free compulsory education, The development of China's compulsory education concept and strategy is both educated the fairness of education and pursuit of the balanced development of compulsory education. Optimal allocation of basic education resources is an effective form of obligation education balanced. Teachers reasonable flow or not refers to that on the principle of fairness in compulsory education, between the implementation of compulsory school teachers in the county after the main flow of resources in terms of quantity, quality, structure and level uneven. There is a tendency of compulsory education teachers in China by rural schools to city school, the weak school to school quality flow, Research on the teachers of compulsory education unreasonable flow problems in country has important significance to help narrow the differences between urban and rural education and realize the fairness of compulsory education.This paper takes the fairness of compulsory education as the logical starting point, Based on the relevant literature review,we analysised the status of the flow of teachers in compulsory education teachers in China and to do the theoretical analysis for Unreasonable flow pointed the Characterization of the specific problems.According to the investigation of the teachers flow in the Changsha country of Hunan province,we issued the questionnaire to 211 teacher in the total of 8 primary and secondary school in urban and rural of Changsha country and Interviewed part of the sample school's principals and directors of the academic, analysised of the unreasonable reasons of compulsory education teachers flow in our country from the history, policy, economy, individual and school management.Research shows that the compulsory education of the county teachers unreasonable flow problems to be solved urgently. Market failure caused by the unreasonable flow of teachers, can not meet the needs of the public interest, reduced the education resources allocation efficiency, also it bring to the unfair education, so the government should improve the policy, and the school should change the management idea, guide the rational flow of Teachers, we should take fairness, liquidity and rationality as principles to solve it. We should Improve the management of Teachers, Optimize the teacher access and exit mechanism and reform the personnel management system of Teachers; Establish and perfect the teacher regular exchange system,establish the flow mechanism of teachers in country; Increase the central government's and the non profit organization's financial input, establish the compensation mechanism of backward areas to narrow the gap between urban and rural education. Schools should be people-oriented,democratic management and pay attention to teachers'psychological contract.
