From the current situation of compulsory education,although the popularization of compulsory education has made great progress,how to promote the balanced development of education on the basis of compulsory education has become an urgent problem to be solved in the development of basic education.As an important part of the balanced development of education,the allocation of teacher resources to a large extent determines the degree of balanced development of education.Therefore,it is an important measure to solve the current unbalanced development of basic education by appropriately optimizing the allocation of teachers' resources and promoting the rational flow of teachers.But from the actual situation,due to the teachers themselves,the economy,the environment and the comprehensive conditions of the school,the mobility of teachers in China is not strong,and even there is a strong resistance.Therefore,in the context of strengthening the balanced development of education,it is necessary to study the teachers' willingness to flow and the related countermeasures.In this paper,based on the background of the balanced development of basic education and the related theory of teacher mobility,this paper comprehensively uses the methods of documentary,questionnaire and interview to analyze the current situation of teachers' mobility in three schools in Hexi District,Tianjin,The situation and the basic situation of teachers were investigated,and the use of demographic variables of its analysis,resulting in the flow of teachers will affect the relevant factors.The survey shows that teachers in Hexi District tend to have higher mobility.However,in the specific data analysis,the differences in individual characteristics,such as age,education,marital status and gender differences,teachers will flow are not the same.In the individual factors,age,gender,marital status,income and other factors will affect the flow of teachers.Compared with women,male teachers' mobility will be greater than female teachers,and after marriage,female teachers,their mobility will be smaller.In addition,the impact of income by the living conditions of their children's education and interpersonal,etc.,will flow on the teacher's will to some extent.Therefore,through the analysis of data results,the Hexi District teachers will flow a strong factor attribution.The research shows that the factors influencing teachers' willingness to flow in Hexi District mainly include two factors:the promotion factor and the uncertainty factor.Facilitators are mainly concerned with the mobility policy,while the uncertainties are concerned with the individual.Therefore,on the basis of this analysis,the author draws the inspiration of promoting teachers' current mobility in China.
