In2010, The Party Central Committee and The State Council issued "theImplementation of the National long-term Education Reform and Development Planfor (2010-2020)"definitely put forward: To promote fair as the state’s basic educationpolicy. The focus of the compulsory education of education fair is: to promote thebalanced development and supports the difficult group. The fundamental measure isreasonable configuration education resources, to rural areas and outlying andpoverty-stricken areas in national regions and tilt, speed up the narrow education gap.Teacher resources as the only move in school education resources play a huge role.How to configure the teacher resources will become the rational configuration ofeducation resources, and promoting the balance development of the compulsoryeducation center.Market economy condition of labor resources liquidity is the inevitable result ofsocial development trend. In the modern context, teachers are like other labor as morebroad pursuit individual development space and the higher quality of life; the rights tobe choose teaching place and freedom of choice of occupation. But teachers have theirflow direction and blindness. The high quality teacher resources have rural areas tothe cities, remote backward area to prosperous developed region and naturalconditions region to natural conditions are good areas such as coastal and inland toflow to the trend. This disorder, unplanned teacher resources flow, on the one hand,make high quality teachers resources of weld, improve education quality anddeveloped regions, in the fierce competition in wastes the resources; On the otherhand to the poor areas, old and young teachers weak condition more evident,education quality deteriorated, widening gap between education quality. In the longrun, education imbalance state increasingly fierce, will eventually lead to socialinjustice.This research through to the X county teachers’ policy implementation flow fieldsurvey, the value of the system of teachers’ flow, knowledge, attitude and behaviororientation survey analysis, the education department for country and formulated,perfect teacher flow system provides a reasonable suggestion and reference.
