| It is a heated focus nowadays among researchers on the regional flow of compulsory education teachers, which plays as a very important safeguard in promoting regional balanced development of education, as well as the key component of implementation of the strong educational city. As a strong educational city, the phenomenon of the regional flow of compulsory education teachers has long-stood in Yue-yang, which results in positive effect including the creation of practical experience of "school league tube, teachers go teaching" in Yue-yang County, the increasing emphasize of the construction of teacher team, the gradually standardized management of human resource, the gradually improved quality of the teachers and the realization of basic guarantee of the payment of teachers. But at the same time, the problem such as unsound security mechanism, irrational structure and the inadequate control of flow and etc has long existed in the practice of the regional flow of compulsory education teachers in Yue-yang city owing to the dislocation between the two-way flow theory and reality, policy gap together with the teacher’s own profit-making selections.Based on the study of the relationship between the present status of the flow of primary and secondary teachers and its consequence on the strategy of strong educational city combined with the overseas experience and the domestic practice of fluid flow, the author proposes countermeasures listed below on how to improve the policy of the regional flow of compulsory education teachers in Yue-yang.First, in order to make compulsory education teacher flow orderly, all relevant policy must adhere to the following principles such as "people-oriented, fair and open, step-by-step implementation and government guiding". Second, we must perfect the flow mechanism of compulsory education teachers so as to form respective social foundation, create proper policy environment, and promote effective implementation of the reasonable flow of teachers. |
